The Penang Water Supply Corporation (PBAPP) has taken a significant step in strengthening programme delivery and institutional reform with the establishment of its new Auxiliary Police Hub near the Air Itam Dam. Officiated by Chief Minister Chow Kon Yeow, the initiative reflects Penang’s commitment to safeguarding critical water assets while enhancing public safety and confidence in state institutions. [1]

Chow praised PBAPP’s auxiliary police as “unsung heroes” who protect essential infrastructure and maintain order at popular recreational sites such as the Air Itam, Teluk Bahang, and Mengkuang dams. While these dams were not originally intended for recreation, Penang’s limited land space makes them valuable community assets. The presence of auxiliary police ensures that residents can enjoy these areas safely while protecting the integrity of the state’s water supply. The new hub, refurbished from a former training centre at a minimal cost of RM80,000, will also function as a training ground for PBAPP’s 183 auxiliary police, with 34 more officers to be added. This expansion enhances enforcement capabilities and encourages greater public engagement on safety. [2]

This effort embodies the Penang2030 vision by reinforcing institutional resilience, prioritising public welfare, and optimising existing assets to deliver better services. It demonstrates how state agencies can modernise governance and strengthen frontline capacity while aligning with broader goals of sustainability, inclusivity, and livability. By enhancing security at water facilities, PBAPP contributes directly to a safer, more resilient Penang, where infrastructure not only supports essential needs but also enriches the quality of life for families and communities.
